'The Heads of the Valleys road' is the A465 trunk road and part of the Trans European Road network connecting the M4 at Neath through to Abergavenny to Hereford. It forms part of the strategic transport corridor across south Wales linking the Midlands and northern England to west Wales and Ireland.

The A465 dualling project forms part of the National Transport Plan. It will improve the entire length between Abergavenny and Hirwaun to dual carriageway standard. The dualled road will upgrade links to businesses and communities, ease traffic congestion and improve safety. The scheme involves widening of 40km of the existing three-lane A465 between the Hardwick Roundabout at Abergavenny and immediately west of the existing roundabout to the west of Hirwaun.

To enabled phased construction, the dualling project has been divided into seven sections, although Sections 6 and 7 have been combined into a single scheme.

A465 Abergavenny to Gilwern (Section 1)

This section is complete and was opened to traffic in May 2008.

A465 Gilwern to Brynmawr (Section 2)

This section is scheduled to start construction by the end of 2014. It involves dualling of 8km of the A465 between the end of Section 1 at Gilwern to tie into Section 3 to the north of Brynmawr roundabout.

In 2011 we appointed Costain as design and build contractor for the scheme. The scheme started the Statutory Process to obtain the powers to build the road in October 2013. There may be a Public Local Inquiry in March 2014.

If the project obtains the powers through the Statutory Process, we anticipate that construction will start at the end of 2014 and take 3 years to complete.

A465 Brynmawr to Tredegar (Section 3)

Construction began on this section in January 2013. It involves improvements to 7.8km of the A465 between the roudabout at Brynmawr and the end of Section 4 west of the Nant-y-Bwch junction at Tredegar.

Carillion are completing this section. They are currently on target to finish by June 2015.

A465 Tredegar to Dowlais Top (Section 4)

This section was completed in November 2004.

A465 Dowlais Top to A470 Junction (Section 5)

We do not have a commencement date for this section, but through the National Transport Plan we are committed to complete by 2020.

A465 / A470 Junction to Hirwaun (Section 6 and 7) 

We do not have a commencement date for this section, but through the National Transport Plan we are committed to complete by 2020.

The links below contain layout drawings for Sections 5, 6 and 7. These drawings are based on the outline design developed in the 1990s. They are the best information available on the proposals for these schemes at this time.

The drawings are subject to change once design development for these sections begins. We anticipate that any changes to the route will generally be minor modifications to those shown rather than a fundamental change of route.
