Competent person schemes

These schemes were introduced to allow individuals and enterprises to self-certify that their work complies with the Building Regulations.

This is an alternative to submitting a building notice or using an approved inspector.

Self-certification:

  • enhances compliance with the Building Regulations
  • reduces costs for firms joining recognized schemes
  • promotes training and competence within the industry
  • should help tackle 'cowboy builders'
  • assists local authorities enforce the Regulations.

Since 31 December 2011, we authorise Competent Persons Schemes in Wales.

The Department for Communities and Local Government (DCLG) issued new terms of authorisation, including United Kingdom Accreditation Service (UKAS) accreditation, for all competent persons schemes in England on 7 June 2012.

We have agreed to adopt the same terms in Wales. This provides continuity, value for money and security for scheme operators, members and customers in Wales. 

The Competent Persons Schemes are accredited by the United Kingdom Accreditation Service (UKAS) to BS EN 45011 (a quality assurance standard). UKAS check schemes to make sure that they keep to the required standards. 

From 01 January 2012, you should send any new applications to operate schemes in Wales to postal or e-mail address below.

A Competent Person must be registered with a scheme that has been approved by the Government. You can find a Competent Persons Scheme, by visiting the Competent Person Register website (external link). The Register represents the contractors in the building services industry that have been assessed. They can self-certify their work meets the building regulations.
