The Welsh Government has published the Wales Infrastructure Investment Plan for Growth and Jobs to ensure that its future capital investment is used to deliver the maximum benefits to Wales.

The Government's capital spending power is reducing sharply. By 2014-15, the capital Budget will be more than 40% lower in real terms than in 2010-11 and almost 50% lower than its peak in 2009-10.  This means we have to act now, not only to seek innovative ways of financing infrastructure investments but being very clear about our priorities and driving greater economy and efficiency.

Investment in Welsh infrastructure over the next decade is essential and the plan outlines the Welsh Government’s key infrastructure priorities for the next decade.

Our infrastructure investment plan sets out a new approach where we are:

  • Clear about our priorities for infrastructure investment to stimulate the economy and support jobs, increasing transparency to our delivery partners through a detailed project pipeline for the next three years and providing a ‘direction of travel’ for the longer-term
  • Clear about how we will pay for infrastructure investment through more efficient use of existing resources and exploring and implementing innovative finance approaches; and
  • Clear about our policy and approach to developing and delivering proposals that optimise public value through the use of best practice

The external engagement we have undertaken to date – which was vital in shaping the first version of the Plan – is just the start of an ongoing process.  We are committed to ensuring continued stakeholder dialogue, accessing the knowledge and expertise to shape and refine our approach as we move forward.

Annex 1 - Project pipeline update

This document, available to download below, represents the first refreshed version of the project pipeline since the publication of the WIIP in May 2012.

The pipeline is a reflection of all Welsh Government programmes and projects where total scheme value exceeds £15m and, if not already started, are due to begin within the next three years. It provides greater clarity and certainty to our delivery partners, highlighting planned investments and potential procurement opportunities – giving our partners the confidence to plan ahead.  An updated version of this pipeline will be published every 6 months.
